Rapid development of new energies

In early summer, the city of Dunhuang, located on the ancient Silk Road, has clear skies, and by noon the Gobi Desert on the outskirts of the city is already warm. As a “landscape” province, Gansu’s new energy development has entered the fast lane since the beginning of this year. A total of 8.55 million kilowatts have been approved for the first batch of scenery and large base projects, and the review of the 2.45 million kilowatt project has been completed. As of the end of April 2022, the new installed capacity connected to the province’s power grid exceeded 30 million kilowatts, reaching 31.2228 million kilowatts, or 48.95% of the province’s total installed capacity, exceeding the thermal energy to become the largest source of energy in the province.

It is a microcosm of the rapid development of new energies in my country. According to data from the National Energy Administration, at the end of April, the country’s installed power generation capacity was about 2.41 billion kilowatts, a year-on-year increase of 7.9 percent. Among them, the installed capacity of wind power is about 340 million kilowatts, an increase of 17.7% year-on-year; installed capacity of solar power generation is about 320 million kilowatts, an increase of 23.6% year-on-year.

However, it should be noted that according to the latest version of the national new energy consumption early warning and monitoring platform, the new situation of grid-connected energy consumption in various regions of level provincial shows that from January to April this year, the phenomenon of giving up wind and light has increased in some areas. For example, the wind abandonment rate in western Mengxi is 11.8% and the light abandonment rate in Qinghai is 10.1%.

According to Liu Shiyu, assistant to the president of the General Electric Power Planning and Design Institute, the main reasons for this problem are that, first, the scale of new power added to the grid was relatively large in some provinces last year; The third is the preference for wind and solar resources in some regions, leading to a short-term rebound from the abandonment of wind and solar energy.

The charge is supercharged in the Northwest

Aiming for the total installed capacity of wind power and solar power to reach more than 1.2 billion kilowatts by 2030, large-scale wind PV bases of 450 million kilowatts will be planned and built in the deserts, the Gobi, the deserts and other regions. in my country. It is understood that some provinces rich in wind and solar resources in the northwest region generally have excess electricity supply and belong to the electricity-producing provinces. According to statistics from the Gansu Electric Power Company, the province commissioned 15.52 million kilowatts of new power this year, including 6.08 million kilowatts of wind power and 9.43 million kilowatts of photovoltaics. However, the growth in consumption capacities is struggling to keep up with the growth rate in installed capacities, and the overall utilization rate of new energies could fall below 90%, compared to 96.83% in 2021.

A person in the new energy industry who did not want to be named also noticed this problem. He told the “Economic Information Daily” reporter that with the rapid growth of new energy installed capacity, the problem of lack of domestic accommodation conditions in the provinces has become more serious. Given the low growth rate of electric load in various provinces in the coming years and the lack of new construction and delivery capacity, the lack of consumption capacity will become an important factor limiting the development of new energy bases.

At the same time, the problem of insufficient peak-shaving capability of the power system cannot be ignored. At present, the power system of the interior northwest provinces still mainly relies on coal-fired power peaks. Taking Gansu Province as an example, the maximum peak shaving capacity at this point is about 7.3 million kilowatts, while the actual peak shaving demand in the province is from 8.5 to 10.5 million kilowatts. By the end of the “14th Five-Year Plan”, Gansu’s new installed power capacity is expected to reach 80 million kilowatts, and peak shaving demand will be higher at that time.

This is no exception. Although many places have explored the coordinated use of thermal power, pumped storage, gas-fired power generation, energy storage and other peak shaving methods to enrich the means power system peak clipping, power supply structure construction and peak clipping capability cannot be solved. short term. Energy projects always raise concerns.

Some energy companies said that at present, photovoltaic power station projects are generally required to configure a certain proportion of energy storage facilities, which will increase the investment in photovoltaic power stations by 5-10%. . Chemical energy storage and solar thermal energy storage have high costs as peak-shaving energy sources, and chemical power plants also present production, operational and maintenance risks. pollution. The construction period of pumped storage is long and it is difficult to cope with the rapidly changing new energy situation.

Multi-pronged approach to open policy sticking points

In order to solve the blockages, difficulties, weak points and blank spots in the large-scale and high-proportion development of ventilation and light, the General Office of the State Council recently transmitted to the National Commission of Development and Reform and National Energy Administration “Implementation Plan for Promoting High-Quality Development of New Energy in the New Era”, clarifying 7 aspects and 21 specific policy measures.

Industry insiders believe that the next step is to further refine various policies and measures to ensure the effectiveness of various consumption measures, promote technology and model innovation, and continue to carry out new monitoring and early warning of energy consumption.

Liu Shiyu suggested innovating the collaborative operation mechanism of thermal energy and new energy, promoting the flexible transformation of thermal energy in the “Three North” regions, and guiding the self-supplied thermal energy. to participate in peak regulation; promote the diversified application of new energy storage and further improve the price, market and distribution mechanism of energy storage. ; Fully mobilize the adjustment and consumption potential of the user side through business model innovation, and encourage local development and efficient use of new energy.
